Born in 1882, Gara Gyalsé Péma Namgyal was the son of Gara Terchen Péma Düdul Wangchuk Lingpa of Pennak Monastery in Golok.
When Déwé Dorjé Sera Khandro was summoned to dispel obstacles to his father's longevity, Yakshülza—Gara Terchen's wife—prevented their union, and Gara Terchen soon passed away.
Gara Gyalsé Péma Namgyal subsequently became Déwé Dorjé Sera Khandro's husband.
He is also counted among the teachers of Jadral Sangyé Dorjé.
